  26. I don't think that MS intended to keep all of the 16 bit code.  Look at
  27. NT, it is fully 32-bit and runs all 3.1 programs fine.  It was a matter
  28. of time (or lack thereof) that there is still a lot of 16-bit code in
  29. Win95.
